South Australia continue to introduce tough new draconic laws for provisional drivers, which are not in line with other states and other cities worldwide that operate a GLS scheme. Politicalfixit has researched worldwide the number of demerit points allowed and the disqualification periods for novice drivers and to date cannot find a city that disqualifies novice drivers as readily as South Australia does.
While your initial reaction will be to think that the idea is a good, particularly if you are a parent and in the light of the constant bombardment of hoon drivers on the news, which is government driven. Further investigations reveal there are many problems with the new rules that has seen disqualification rates escalate and place young people in the vulnerable position of having to choose to drive while disqualified or risk losing their employment.
An independent report conducted by Politicalfixit was handed to local member John Hill, The Director for Road Safety Martin Small, and the then Minister Carmel Zollo, non of whom were receptive to the recommendations. The report clearly showed that the representation of young fatalities has been on the incline since 2002, despite the harsh laws imposed by this government. The report essentially recommended that we stop disqualifying young novice drivers for minor offences in the early stages of their development and focus on re-training to correct the defficiency
The Monash university were also critical of the GLS scheme as implemented by many of the states, which operate a GSL scheme in name only, yet our politicians remain convinced that they are on the right track, even though the KPI's quite quite clearly show, that the harsh laws have not achieved what was intended ...
The South Australian scheme disqualifies far too easily for minor infringments, It removes young novice drivers from the driving experience at a critical point in their development causing a disrupted driving period. We at Politicalfixit.com remain convinced that the current scheme in SA has a greater probability to increase the representation of young fatalities not decrease.
The South Australian government and Transport SA have been presented with the report, who chose to ignore it's finding and recommendations. Instead they will pursue even tougher and more rigid laws. Common sense will tell you that removing a novice driver from the driving experience and re-introducing them again 6 months later, increases the risk of accident, it seems our political leaders cannot grasp this.
It seems that if you are young and in-experienced you will get punished more severely than a seasoned driver who has an historically poor driving record, Tom Koutsantonis was testament to that.
The result of the state election paves the way for Mike Rann and his team to build their beloved hospital at around a cost of $2 billion dollars, or does it. This election was strange at the best it clearly showed that the majority did not want the Rann plan, yet our democratic system gave them the right to go ahead. This is such a major decision for the state that it is not going to go away and will place the re-elected government under huge scrutiny. What happens if the stakeholders cannot agree on the Aderlaide Oval redevelopment, then we are left with no inner city stadium, even if they agree there is going to be a huge backlash on the redevelopment, given that Jane Lomax Smith lost her seat with a huge swing against her. And then there is the new hospital, the doctors who started SRAH are not going to lie down and die easily it is clearly an emotive subject, mainly becuase is at much at stake and that is a good thing.
The Rann plan will not gain one additional bed, one additiona doctor, one additional nurse and our system will remain congested, ineffcient and second rate in the suburbs where real infrastructure is truly required. It will spend $600 million more of taxpayers money and achieve an ouitcome which at best resembles an afterthought over a glass of wine. It has not consulted with the people, it has not consulted with the doctors, it does not fix the problem and uses prime real estate for which it's use can now be only dreamed of. The libs plan was clearly the better plan, which provided a true vision for the state for the future. I was walking along the promenade the other night after watching Beatlemania at the festival theatre. I walked past the convention centre and let my mind wander wouldn't it be great if the promenade progressed up north terrace past restaurants, cafe's, hotels culminating in a huge enteratinment precinct with a state of the art stadium. Just imagine getting off the tram and watching your favorite football team take on Collingwood and then having dinner at one of the many riverfront cafes. I guess adelaide deserves what it gets and we can all look forward to someday walking the grounds of ths prime real estate just before we die in the new hospital
